These can be a real pain to find if you don't know where you're going, but that's where I step in to save the day!

One hiding underneath their monstrosity of a tower in Kessex, one trying to be a queen on a wooden pedestal over in Timberline, and the last one pretending to be a frog in Caledon Forest.
These witches really don't get out much.
